Many believe that the mission of the UN Special Envoy, Ibrahim Gambari, was a failure. Gambari did not meet with SPDC Chairman, Senior-General Than Shwe.  He only met with ‘Relations Minister’ U Aung Kyi. 

The negatives seem to outweigh the positives.
