Since the end of WWII, the world’s civilizations and political structures have greatly changed.In other words, the world has turned its head to crack down on the unfair behaviours, the negative concepts, and destructive implementations to remove the old morality and giant elements that were dwelling in the world currents. Hence, the UN Organization was formed and declared the special statements to take action leading and covering the new world, and became the top role of world politics. This was one time that democracy achieved the victory over the dictatorships of the world.

According to the effect of UN Human Rights Declaration which is supported by the majority of people of the world, the world idea had abandoned its colonial, dictatorial civilizations and other immorality. Many obvious colonial regions and people achieved the right of freedom to establish themselves, their region and their own nation in each corner of the world. And many of them were started with democratic government to run their country and show their new morality and new civilization. However, the dictatorship spirit did not totally collapse and is still clinging beyond a thin layer to survive as new modern dictatorships.

At the same time, there appeared on earth many distinct marginal lines that are called boundaries or borders of one territory to divide the citizens of the world according to their different kind of characteristics and parts such as different major culture and race (like many mono-ethnic nations), different religions (like India and Pakistan, Ireland), different major ideologies (like the late W and E Germany, N and S Korea) etc...So then, the people of the different territories have had to follow the obvious signs of different status and some became different in the same way.

However, some countries were established by which the different major races and major cultures and religions with the special mutual respect of the great morality and the purposes of interdependent cooperation and formed as a union country, with some strongly supporting and some strongly against the ‘union’ (like the Union of Burma, former Soviet Union, Yugoslavia, US). But some also formed a union country by stronger force but not by mutual respect of great morality and stayed beyond declaration of UN and established their country by one dictator policy to become stronger and stronger, creating the distinct great modern dictatorship as the major rival to compete with the democracy force of the world (like China). Then it convinced and supported the small dictators around the world to join its group and use force, and endeavored to export their dictatorship ideology and challenging the force of democracy.

Gradually, so the world today became divided into two major parts again to compete the tug-of -war, modern dictatorship and modern democracy. Thus, UN which was formed to solve the problems of the world became one of the good places to set their modern war. They are fighting there to cover their followers, ideology, policy and self-interested profits. So the UN which was born with a democratic spirit and priority of human rights after a sorrowful ugly war that was caused by the world’s old dictatorships is now under attack by the world’s new modern dictatorships again. For instance; the Veto power of China and Russia had been won 11 votes of UNSC by 4 votes for the issue of Burma problem; is showing that the modern dictatorship is insisting to control the whole world.

The main different implementations between the pro-democracy and pro-dictatorship today is that when pro-democracy groups are trying to raise each of the citizens and human rights with the establishment of the country at the same time, the pro-dictatorship are insisting to raise their territory or nation first by neglecting their citizens’ human rights and their welfare. They claimed that they are superior patriots and their reasonable slogan is “patriotism comes first” and divided themselves from the ordinary citizens. They see pro-democracy activists in dictatorship countries as traitors because they rely on outsiders to carry out their agendas. The pro-dictators seem to forget to consider the nation and her citizens who are to come first. They believe democracy is creating un-rest and without order. Parliament debating is the endless quarrelling. For seeing some bad example, it may be right, but it only depends on the morality of the participants of the debate but not by their low or high education.

Some prominent pro-democracy people who had grown up and been educated under the dictatorship government in Burma even said that they worry about many ethnic groups in the country with weapons but no education, if there is a sudden collapse of the dictatorship regime. But as the past happenings and experiences, the weapons with uneducated people were not more harmful than the weapons with the insufficient morality of the so called educated people. Uneducated citizens are the responsibility of its own government. Good morality is more important than education to build a genuine peaceful nation.

One friend, about 50 years old, who grew up and was educated under the Communist Party of China argued with me when we talked about the monks, students and citizens demonstrating against the dictatorship in Burma and the violent crack down by the regime. He said “these monks and these demonstrators should die for interfering with the government’s affairs, they know nothing about the government affairs and how hard it is to control a country. As for me in my country, I personally do not like our government “CPC”, but many Chinese people like me in the country learned that only this “CPC” government has the ability to run China, nobody else can do that. And your country also is the same, only a dictatorship government like SPDC could control your country, DASSK has no ability to control such kind of country like Burma.”

These are little examples of how modern dictatorship gradually influences the people around their environment. To achieve the legality of the dictatorship government, they are trying to form the image of democratic dictatorship (limited democracy) government. They quote China as a country that accepts involvement from multiple political parties. Apart from the CPC, the ruling party, there are eight political parties. But the political parties in China are not opposition parties, they are the parties participating in the discussion and administration of State affairs. And dictatorship of Burma also tried to achieve its democratic dictatorship government through a 14 years long national convention and ended with mass demonstrations and a violent crack down. Genuine Democracy is for every body and every nationality.

Although China can keep its mass economic development and it is forcing stability under strict control to show their ability and goodness, no one can take the responsibilities of the terrible destructions that had been sacrificed for their implementation. For example, the destruction of the morality and the religions of the people. And the destruction of the ethnic minorities and their cultures in China were treated like a cancer disease. For example, at the USIM International Conference at Anaheim, Aug.11/2007, Prince Hso-Khan-Pha of Yawnghwe, said: “We Shan call ourselves ‘Tai’, which is a dialectical variation of Thai or Dai in China – indeed in 1957 the Premier Chou-en-lai said to my parents, that there were then some 100 million Dai or Tai Speaking Peoples in the Peoples Republic of China. That number will have grown dramatically since then.” But today, in China’s discovery, Chinese ethnic groups 55 ethnic minorities described about the Dai ethnic minority, which numbers 1,158,989 (only more than 1 million), is distributed throughout the Dai Autonomous Region. If both the above statements are correct, about 99 million of Dai (Tai) ethnic nationality in China has disappeared silently during half a century of the Cultural Revolution period.

Once when I met a Dai (Tai) patriot who lived in one of the Dai Autonomous regions in China, he expressed his feeling when I commented “You Dai (Tai) in China are more fortunate than us who live in Burma, you are given the chances of Autonomous regions and live peacefully”. Then he said sadly “You are right, but I feel that Autonomy under the Cultural Revolution, unitary dictatorship government is just like we own a home but all the keys are in other people’s hand. And our Autonomy is not so different from a special Zoological Garden. I don’t know for sure how other people understand about the Zoological Garden. If we stayed outside the Zoo, we’ll be hunted and shot by hunters. The peacefulness is a good sign, but it has its limit as well as its value.”

Thus, finally, in any form of survival, all sentimental human beings are yearning for genuine freedom, the valuable peacefulness and truly respect the great morality above all else. However, the modern dictators today are insisting to legalize their dictatorship and advertise their agendas to dim and hazy genuine democracy for all people of the world. They plan to infiltrate and influence pro-democracy groups by creating the so called democratic dictatorship or dictatorial democracy. It is similar to the kind of governor democracy or bigger race, racist, racial democracy. They created the confusing illusions, such as the genocide criminal with hero (hero who is sufficient with martial prowess as well as mental faculty), racism with patriotism, neocolonialism with socialism, total repression with state stability.

The UN resolution for solving international problems is now sometimes going against its own original declaration because of the position and condition of the tug of war of democracy and dictatorship. “He who is close to god, god will back up and he who is close to evil, evil will back up” as the saying goes. Let us pray together for a true and genuine democracy that will light up every corner of the human world.
