Shan States is a state that fulfil with natural resources, good weather and nice environment. In addition to that, our land barely faced natural disaster. However, we come through the man-made problems that created by the Burmese Army. The problems and trouble that caused by Burmese Army, send people into poverty. Moreover, the Burmese Army enslave people; confiscate land, farms and paddy fields. Repeatedly, they forced people to work for them. Worse, hundreds of people were persecuted, houses were burned and destroyed.

As a result, people flee into jungle and become IDPs. Villages were deserted and children were not able to go to schools. The Shan culture and tradition are fading away gradually. This horrific cycle has been going on for decades.

Therefore, if we continue to act selfishly and think of individual's survival more than common cause, Shan State definitely will be in the hands of foreigners. Our young generation will be disgraced amongst other nations.

Fifty year, the resistance struggle has carried on. The Shan State people assumed that only the armed groups were active on the political frontlines. They forget to think "The Shan State exists because of the Shan State people" and that is why their beloved ones become fighters. On the other hand, the army has to think, "We have to work for the people and we are not superior to the people".

If the army officers forget their duties and start to feel of being superior to the people, the person will become power-addicts, arrogant, corrupted and involved with personal interest more than national interests. Many were not willing to readdress and acknowledge their misconducts and mistakes. Instead, the person conspired with his followers to desert and split up. People suffered the most from the consequence of split. This is the weakness of our Shan struggle movement.

Therefore, I would like to propose that the power should invest in the people and not solely to the armed group. The political force must lead the army. The political force must have a good competitive constitution, rules and regulations and clear political policy. It must have the capacities to improve and develop the army. In the past, the political force never leads the army and the army did not have the political knowledge. The army only has a heart that fill with patriotism.

A good example is a train. A train must have a head and bogies; a train without head will lead us to nowhere. A train needs bogies to carry things and get to the goal.

Again, we have learned many lessons in the past. To prepare for the work in the future, the RCSS plans to convene a Shan State National Patriotic Council meeting. This is in an attempt of preventing any further mistakes. The council will include civilians, monks and fighters. A member has a right to speak out and discuss different issues and perspective broadly in the council. After that, they will assign to the work. From here, we will cooperate constructively rather than criticizing each other.

Meanwhile, we must come together to choose leaders who are capable of politics and military. To function political activities, it is important to have an army. A political party without an army is similar to a tiger without claws and fangs. No one will pay attention to it but they will only if a tiger has claws and fangs. Therefore, to have a brave tiger, we must sharpen its fangs and claws.

Finally, I dearly would like to encourage and urge all patriots to participate in the meeting after receiving the invitation letters. We hope to see you in the meeting and thank you.
